personnel other than cmh/govt. Hospital on
emergency cases
1. TB TREATMENT: Sena Kalyan Sangstha arranges the treatment of all
those Ex-servicemen and their dependents who suffer from
tuberculosis. The Sangstha pays the cost of medicine, X-ray and initial clinical
examinations reports etc.
PROCEDURE: Patients suffering from Pulmonary
Tuberculosis have to apply on prescribed application forms which are
available free of cost with the Secretaries, District Armed Services
Boards and Head Office of Sena Kalyan Sangstha, Dhaka. Application
along with initial clinical examination report and X-ray, the cost
of which are paid later to the patients by the Sangstha are to be
submitted either through Records or Secretary, District Armed
Services Boards who after verification will forward the applications
to Sena Kalyan Sangstha. The Sangstha after necessary scrutiny will
forward the applications to Army Headquarters, Adjutant General
Branch, Medical Directorate (AHQ AG Br, Med Dte) mentioning the name
of CMH where the patient is willing to undergo treatment. The
Medical Directorate after due scrutiny will forward the applications
to commanding officer of concerned CMH with an intimation to Sena
Kalyan Sangstha and the patients concerned. CO, CMH on availability
of bed will send a letter to the patient directing him to report to
hospital specifying the date for admission and treatment. CO, CMH
will maintain such applications date-wise and will call the patients
strictly accordingly. After the course of treatment at Hospital, the patients will
continue the follow-up treatment at home for which cost of medicine
will be sent to him by post regularly by the Sangstha until he is
completely cured.
1. ISSUE AND REPAIR OF ARTIFICIAL LIMB: Sena Kalyan Sangstha
provides artificial limb to those Ex-servicemen who lost their limbs
in combat action or by accidents. For this purpose Sangstha has
arranged treatment of disabled Ex-servicemen in the Hospital for the
Disabled at Shere-Bangla Nagar, Dhaka. Disabled Ex-servicemen are
treated and provided with artificial limbs in the hospital. The cost
of treatment, artificial limbs and their repair is borne by the
Sangstha.
SYSTEM OF TREATMENT: Affected Ex-servicemen will collect the Sangstha’s prescribed application forms free of cost for issue and
repair of artificial limbs available in all the District Armed
Services Board and the Head Office of Sena Kalyan Sangstha. After
filling up the forms they will submit it to the District Armed
Services Boards who after necessary verification will forward the
same to the Head Office of Sena Kalyan Sangstha (Welfare
Directorate), Dhaka. The Sangstha will forward the applications to
the Hospital for disabled at Sher-e-Bangla Nagar, Dhaka for
issue/repair of artificial limbs.
2. EYE TREATMENT OF EX-SERVICEMEN: Sena Kalyan Sangstha extends eye
treatment facilities to the Ex-servicemen only in the CMHs and
Government Eye hospital.
The extent of treatment to be provided would be restricted for time
being. Medicines and spectacles are to be provided to the patients
by the CO, CMHs through using local purchase, using the fund to be
placed at their disposal by Sena Kalyan Sangstha.
PROCEDURE FOR GETTING TREATMENT: Ex-servicemen
suffering from eye diseases are to collect Sangstha’s prescribed
application forms and complete in all respect. The CO’s, CMH’s will
arrange necessary treatment by using the fund placed at their
disposal by Sena Kalyan Sangstha. Having verified and recommended by the Secy, DABS/Comdt Regimental
Centre/Services Records/Welfare Directorate, Sena Kalyan Sangstha
the applicant’s will directly report of CMHs from where they want to
get treatment.
Sena Kalyan Sangstha will pay the costs of medicine, X-ray and
pathological tests. Initially sufficient fund for the purposes are
to be placed at the disposal of CO, CMH concerned by the Sena Kalyan
Sangstha and to be replenished on demand later on. Proper account
for such expenditure will be maintained and periodically audited
like other regimental accounts. Six monthly statements of
expenditure and balance is to be sent to the Sena Kalyan Sangstha
for information.
3. SPECIAL TREATMENT: Sena Kalyan Sangstha defray the cost of
treatment of Ex-servicemen, their wives and children upto 18 years
of age suffering form Renal Disease, Heart Disease, Diabetic
Mellitus, Cancer, Paralysis and for Major Operation (Except Term
Pregnancy). Ex-servicemen and their dependents suffering from these
diseases are provided with medical treatment in the CMHs, Government
Hospitals, Diabetic Hospitals etc.
SYSTEM OF AVAILING TREATMENT:
- Beneficiaries are to fill up prescribed forms for special
treatment in duplicate, get them verified and recommended by DASBs
and report to the CMHs concerned.
- CMH concerned after due scrutiny are to send the patient to the
concerned doctor for diagnosis and estimate of expenditure.
- The specialist after diagnosis is to submit a
report on estimated expenditure required for
treatment and to be demanded from SKS by the
CMH.
- Sangstha will pay the amount in advance, which will be adjusted
after necessary treatment. CMH will carryout treatment with the
advance amount and will submit bill along with necessary
prescription chits and other necessary papers.
- Besides CMHs, beneficiaries treated in
Government Hospitals are entitled to get the
expenses for the above-mentioned diseases
subject to filling up the prescribed forms.
- Diseases which can not be treated in CMHs may be
referred to other hospitals. The bill for such
treatment will be paid by the Sangstha.
- No payment will be made for purchase of kidney,
blood, hospital stoppages (including service
charge), regular hemodialysis and other charges
i.e. donation for mosque, research and
development. etc.
- Managing Director SKS will approve the expenses
of all bills for special treatment (treatment
inside the country).
4. PAYMENT OF MEDICAL BILLS FOR CONTINUOUS
TREATMENT: To defray the cost of bills for
continuous treatment for Renal disease, Heart
Disease, Diabetic Mellitus, Cancer, Paralysis,
Parkinson disease Ex-servicemen and their wives and
children upto 18 years of age will get 75% of actual
expenses of correct bill and not more than
Tk.5000.00 each quarter.
5. EXTRA ORDINARY TREATMENT (TREATMENT ABROAD):
Sangstha bears the cost of expenses for the
treatment of Ex-servicemen and their wives suffering
from diseases, the treatment of which is not
available in the country.
PROCEDURE OF TREATMENT ABROAD:
- For the treatment abroad the patient will fill up
the prescribed form through DASB/CORO/Records and
will report to the CMH, which will recommend and
forward the case to the Director, Medical Services,
Bangladesh Army.
- The Director Medical Services will constitute a
Medical Board which will ascertain the country
where the patient can be treated and the
expenses involved for treatment. The board will
submit the proceedings to DMS Army.
- The DMS Army after necessary scrutiny will
forward the Board proceedings along with the
opinion/recommendation to the Sena Kalyan Sangstha.
- Sena Kalyan Sangstha after due scrutiny will
forward to Chairman, Management Committee through
AHQ, AG Branch, Welfare Directorate.
- Adjutant General and Vice-Chairman Board of
Trustees Sena Kalyan Sangstha considering the fund
position of Sena Kalyan Sangstha will forward the
case to the Chief of Army Staff and Chairman BOT for
approval.
- The approval of Chairman BOT is sent to Sena
Kalyan Sangstha by Welfare Directorate, AG Branch,
AHQ for placing the fund at their disposal.
- Sangstha defrays the sanctioned amount to
individual patient before going to aboard or after
completion of treatment.
- The patient after his/her treatment submits
bill/vouchers directly to Welfare Directorate, Sena
Kalyan Sangstha for adjustment etc.
- On approval of the Chairman BOT, SKS will bear
the expenses for medical treatment only upto maximum
of Tk. 2,00,000.00 (Two lac). But on special case
Chairman, BOT may approve more.
Note: For detail information/instructions refer to
Scheme of Welfare Activities as adopted from time to
time.
6. PROVISION OF TREATMENT FOR RETD ARMED FORCES
PERSONNEL OTHER THAN CMH/GOVT. HOSPITAL ON EMERGENCY
CASES: In many exceptional cases, it is found that
Retd Armed Forces Personnel and their dependants
cannot be helped by existing policy. But the merit
of the cases demands sympathetic consideration.
Under these circumstances the matter will be decided
as follows:
- Expenditure on emergency treatment regarding Neuro, Cardiovascular disease and any other critical
cases/extremely exceptional cases may be approved as
deemed necessary by competent authority (implies
Chairman and Vice-Chairman, BOT and MD, SKS) will be
maximum Tk. 2.00 lac.
- Discretionary power will be for MD, SKS 25%,
Adjutant General, Bangladesh Army 50% and Chief of
Army Staff, Bangladesh Army full power.
- The beneficiaries, if not availing medical
facilities in CMH, have to inform CMH
authority/Director Welfare of SKS/Directorate of
Welfare of the respective service within 48
hours (inside country)/07 days (outside country)
of the incident.
- The proper documentation will be maintained as
per recommended procedure (for critical/exceptional
cases).
- The existing procedure may be waived off on
approval from the Chairman/Vice-Chairman, BOT,
SKS.
